We are still of course to learn of Sandwell council’s evidence base , of which it could offer none when our petition was presented at the so called “scrutiny meeting”.<\/p>\n
The response to this at the time from Adrian Scarrott and Steve Handley was a “Statement of purpose” draft policy framework<\/a>– again an ambiguously worded nonsense which claimed it would continue with egg pricking and non-lethal methods of management,\u00a0(whilst ignoring the fact that they had misused a general licence without evidence being proven of a risk to public health and safety). The penultimate paragraph of this consultation piece however read as follows-<\/p>\n “Wild Waterfowl Whilst\u00a0The\u00a0Wildlife\u00a0and\u00a0Countryside\u00a0Act\u00a0(1981)\u00a0makes\u00a0it\u00a0an\u00a0offence\u00a0to\u00a0capture,\u00a0kill\u00a0or\u00a0 injure\u00a0any\u00a0wild\u00a0bird,\u00a0or\u00a0to\u00a0damage\u00a0or\u00a0take\u00a0their\u00a0nests\u00a0or\u00a0eggs,\u00a0there\u00a0are\u00a0exceptions\u00a0to\u00a0 this\u00a0act.\u00a0Therefore,\u00a0should\u00a0nonlethal\u00a0control\u00a0methods\u00a0be\u00a0ineffective\u00a0or\u00a0 impracticable,\u00a0the\u00a0Council\u00a0may\u00a0consider\u00a0implementing\u00a0lethal\u00a0methods\u00a0of\u00a0control.\u00a0 Any\u00a0such\u00a0control\u00a0would\u00a0take\u00a0place\u00a0subject\u00a0to\u00a0the\u00a0conditions\u00a0of\u00a0a\u00a0general\u00a0licence\u00a0or,\u00a0if\u00a0 required,\u00a0subject\u00a0to\u00a0the\u00a0conditions\u00a0of\u00a0an\u00a0individual\u00a0licence\u00a0obtained\u00a0from\u00a0Natural\u00a0 England.\u00a0“<\/span><\/p><\/blockquote>\n Over the Summer I awaited the consultation exercise of this document but it never came, none was ever put forward. I made phone calls to Adrian Scarrott’s secretary, who could offer me no advice on what had happened to this. Apparently he was to hold a meeting on with Maria Crompton\u00a0in August\u00a0but what came out of this is currently unclear.<\/p>\n The questionnaire with all its ambiguous questions has now been partially circulated, yet there is no mention of the previous draft policy document. There is also the problem with question 7<\/p>\n “Do you agree with SMBC policy on managing Canada goose populations?<\/strong><\/p>\n The question I raised was “What is your policy?”<\/strong><\/p>\n So imagine my surprise\u00a0 when receiving a letter from John Satchwell attaching\u00a0a new\u00a0“statement of purpose”, which he claims is now council policy. Well how did that happen? When was this approved and who by, at what meeting, where was the consultation that the scrutiny committee recommended for consultation?<\/p>\n As\u00a0 consultation on this document never happened how can this be the current policy of the council, without it being formally ratified?\u00a0 Stranger still, the only change in what he is calling “council policy” is the omission of the offending penultimate paragraph talking about culling. So if a nameless person ratified this document then did they also dismiss this paragraph at the time, and where is the formal record of this at any meeting?<\/p>\n The whole thing smells like crap to me, but it is the latest in a series of blunders, denials and deliberate misinformation emanating from the same council department, and it’s time someone went.<\/p>\n The desired outcome no doubt is for those who oppose the cull to tick “yes” I agree with SMBC policy, yet I do not believe that this document is the council’s policy at all- for the lack of evidence of it ever being consulted upon, or formal process of it being ratified as policy. In his April 2013 culling report<\/a>, the absence of the council’s formal policy is conspicuous by its absence- actually ratified in January 1997 at a formal meeting.<\/a> This stated that egg pricking would be undertaken by the countryside rangers, though we know that it didn’t.<\/p>\n THIS AS FAR AS I AM CONCERNED IS THE COUNCIL’S BOROUGH WIDE POLICY. <\/strong><\/p>\n A new one for these two particular parks appears to be being formalised through subterfuge.<\/strong><\/p>\n <\/p>\n Below I have placed side by side the February drafted “draft statement of purpose”\u00a0 on the left together with what Mr Satchwell is now terming “council policy”- though there appears no record of it ever being approved.<\/p>\n There are some slight changes as can be seen.<\/p>\n <\/p>\n CLEARLY ABSENT FROM THE NEW “POLICY” IS THE OFFENDING PARAGRAPH PREVIOUSLY STATED.
