Their ignorance in seeing what a piss poor job of a road layout they have created is only blinded by their sheer stupidity and apathy to this situation, but unfortunately this appears to be the price of civil service accademia, with all common sense apparently removed on obtaining a university degree.<\/p>\n<p>And then there is of course the old &#8220;cash strapped council&#8221; rhetoric so loved by leftist local authorities, when the councillors are themselves pocketing large sums of money from meeting attendance for &#8220;special responsibilities.&#8221; Onward march the suited trousered philanthropists.<\/p>\n<p>Well in terms of funding, I have uncovered\u00a0that rather than being &#8220;cash strapped&#8221;\u00a0\u00a0 the authority did have and still has the money to provide &#8220;improvements&#8221;\u00a0 to this troubled wildlife haven.<\/p>\n<p>A development at\u00a0Linley Road just around the corner on a former care home\u00a0in 2011 produced a section 106 agreement between the developer and the council. Council documents show that they had originally intended to grant\u00a0 <span style=\"font-size: 14pt;\"><strong><span style=\"color: #ff9900;\">\u00a341,\u00a0760\u00a0<\/span> <\/strong><\/span>to the swag pool &#8211; the larger of the two waterbodies.<\/p>\n<p><a href=\"http:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub3.png\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-1410\" src=\"http:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub3-300x176.png\" alt=\"stub3\" width=\"500\" height=\"294\" srcset=\"https:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub3-300x176.png 300w, https:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub3.png 725w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p><a href=\"http:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub5.png\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-1411\" src=\"http:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub5-300x20.png\" alt=\"stub5\" width=\"600\" height=\"41\" srcset=\"https:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub5-300x20.png 300w, https:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub5.png 692w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p><a href=\"http:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub6.png\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-1412\" src=\"http:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub6-300x94.png\" alt=\"stub6\" width=\"500\" height=\"156\" srcset=\"https:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub6-300x94.png 300w, https:\/\/saveoursandwellcanadageese.org.uk\/wp-content\/uploads\/2016\/09\/stub6.png 756w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p>I submitted <a href=\"https:\/\/www.whatdotheyknow.com\/request\/section_106_money_regards_planni#incoming-860875\" target=\"_blank\">a freedom of information request to Walsall council <\/a>to clarify what had happened to this money, as it is quite evident that nothing has been spent on improvements at this site during this time.<\/p>\n<p>The council confirmed that not one penny had in fact gone to the nature reserve site but instead to other more economically viable human orientated facilities like The Walsall Arboretum, where there is a prestige redevelopment strategy.<\/p>\n<blockquote><p><span style=\"color: #ff0000;\">&#8220;I can confirm that \u00a341,760 was received by Walsall Council with \u00a341187.89 <\/span><span style=\"color: #ff0000;\">as an open space contribution (A percentage is taken for planning costs), <\/span><span style=\"color: #ff0000;\">with a deadline to spend by 1st August 2018 \u2013 <strong>the funding has all been <\/strong><\/span><span style=\"color: #ff0000;\"><strong>committed<\/strong>.<\/span><\/p>\n<p><span style=\"color: #ff0000;\">The S106 Agreement states \u201cTo use the Open Space Contribution for provision of open space within the wider vicinity in accordance with the Council\u2019s Urban Open Space Supplementary Planning Document and Planning <\/span><br \/>\n<span style=\"color: #ff0000;\"> Policy Guidance 17: Planning for Open Space, Sport and Recreation.\u201d\u00a0 There is no reference to Stubbers Green in the section 106 agreement<\/span><\/p>\n<p><span style=\"color: #ff0000;\">10% (\u00a34,119) of the funding was top-sliced for the <strong>Arboretum<\/strong> restoration project, 15% was top-sliced for ongoing maintenance of improvements (in line with all S106 schemes now) and the<\/span> <span style=\"color: #ff0000;\">rest was spent on various improvements at <strong>Blackwood Park<\/strong>, <strong>Doe Bank Park, High Heath Park and Rushall <\/strong><\/span><br \/>\n<strong><span style=\"color: #ff0000;\"> Park.&#8221;<\/span><\/strong><\/p><\/blockquote>\n<p><strong>I&#8217;m not sure what the term &#8220;top-sliced&#8221; The view below is a birds eye view at their level. So imagine having this view obstructed by a parked car blocking it. Then the further issue of an observation\/feeding\u00a0platform obstacle badly positioned so that members of the public can stand and encourage said birds across the road.
